Issue:

Users are not getting provisioned for voice service ( License state : pending )

Resolution:

1. Access the O365 Admin Center
2. Select Users, Active Users

1. Check the box next to the affected user(s).

1. Click Edit in the right pane.

1. Select Licenses, and then unselect "Skype for Business PSTN Calling International" and "Skype for Business PSTN Conferencing".

1. Note: If you selected multiple users, the page below will be displayed. Click Next until you get to the license. Make sure you choose the "Replace existing license assignments" radio button. Select all the Office 365 Enterprise licenses and and unselect the Skype for Business options. Then click through the wizard until it finishes completely.

1. Wait 10 minutes and then go back into Users, Active Users under the O365 Admin Center. Repeat steps 1 – 4 above.
2. This time select the Skpe for Business options under the Licenses section.
3. Wait another 10 minutes.
4. Close out the web browser completely and then sign back into O365 Admin Center.
5. Go to Admin, Skype for Business and then select voice.
6. Select Voice Users (preview).
7. Select the respective user and the status should now be showing licensed.
